The Spanish letter "ç" disappered from the alphabet a long time ago (officially in 1815), when it was used in words like "cabeça". It is still used in other Romance languages, like French (ça), Portuguese (cabeça), Catalan (Barça), for example.
My computer has a Spanish-language, querty keyboard, which I find great as I can type English too. But the mystery is that, as you have noticed, it carries the letter "ç", "Ç", which is useless, for all intents and purposes.
Could the reason be a question of marketing? In Spain it can be used in Catalan, Valenciano... At any rate, these matters about computers are a closed book to me.
